help me please

my computer is a toshbia satellite when i turn it on all it telling me is that configuring updates-stage 3of3 0% complete do not turn your computer off and it cycle thru for a hot second and then it shuts it self down and restartsthe same process again.what do i need to do i just got it on the 20th of jan
